Their owners generally underreport earnings from these machines to the state, thereby costing the state millions- as much as 15 million- in unpaid tax dollars. Franchot maintains that the comptroller should figure out how many illegal cyber gambling machines are in Maryland, and then ban them. "They simply need to wake up in the comptrollers office and stop giving this the back of their hand," says Franchot. A spokesman for Comptroller William Donald Schaeffer said that the cyber gambling machines are not under the comptroller's jurisdiction. "The machines are licensed locally," says a spokesman for the Comptroller William Donald Schaeffer. "[The] state doesn't have anything to do with those machines." Franchot disagrees with that assessment: "The state should step in when it's clear there is an illegal machine and stop the use of that."
